God of recompense is a name of God that reflects one of His characteristics: He repays everyone. Good and evil are both recompensed appropriately by Him. In this case, His retribution is toward His enemies, particularly Babylon. He also rewards those who serve Him faithfully. Paul talks about this characteristic of God and how it cuts across the old racial lines between Jews and Gentiles. in Romans 2:6-10 he quotes a combination of Psalm 62:12 and Proverbs 24:12 saying that God will reward our deeds appropriately regardless of our background.
