High and exalted One is a name for God that declares His supremacy. The word for “exalted” (nissa) is part of a group of words meaning elevated or lifted up. One of the words that is translated “prince” (nasi) is part of the group.
The message of the verse in Isaiah is that, although God is supremely exalted, He loves people. Humility and confession of our need opens the way for relationship with Him.

The KJV calls God the “high and lofty One” in this verse and The Message Bible has the “high and towering God.”
