Holy One of Jacob is a name of God that only occurs once, in the Old Testament. More common is the name Holy One of Israel, or simply, Holy One.
God is holy. These names tell us that but also remind us of His relationship with individuals like Jacob (whose name changed to Israel) and with whole groups of people, like the nation of Israel.
The word “holy” means set apart.
